At 11:50 PM, you realize everyone has lost their glasses or is holding a beer, and you do not have enough clean flutes for the champagne toast.

Should I provide all the alcohol?

No. The host should provide the midnight champagne and a base level of beer/wine. Tell guests it is BYOB (Bring Your Own Beverage) for their specific liquors.
